The plan includes relocating some functions from the Shimonoseki Shipyard Eura Plant and building a new hull-block manufacturing plant; the project is expected to receive up to JPY 40 billion in government support.
Sanyo Shokai will relocate and newly build its Sanyo Sewing Aomori Factory in Towada, Aomori, as part of its growth investment program. The new facility will manufacture coats and support product development and technology verification, with construction planned from 2027 and operations scheduled to begin in the first half of FY2028.
Nippon Shikizai, a Japanese cosmetics ODM/OEM manufacturer, held the opening ceremony for its newly acquired Komoro factory in Nagano Prefecture. The facility handles filling, packaging and finishing for makeup products such as mascara and eye shadow, and began operations on September 3, 2026.
Kyocera opened its Nagasaki Isahaya Plant on September 1, 2026, with an opening ceremony planned for spring 2027. The first building is a six-story steel-frame structure with 80,799 sqm of floor area on a 150,000 sqm site, producing fine ceramic components and semiconductor packages; Kyocera plans approximately JPY 68 billion in investment through fiscal 2028 and targets JPY 25 billion in annual sales from the plant from fiscal 2030.
Ishihara Sangyo completed and held the ceremony for a new Blue Gene blue orchid development and production facility at its Yokkaichi Plant on August 26, 2026. The facility comprises a sterile culture room for propagating seedlings, a high-temperature greenhouse for cultivation and a low-temperature greenhouse for inducing flowering, enabling integrated in-house development and stable supply of high-quality flask seedlings.
Fujifilm Business Innovation began full-scale operation of its Circular Manufacturing Center in Laguna, Philippines, which it opened in July 2025 to refurbish used multifunction printers collected across the Asia-Pacific region. The facility started shipping refurbished ApeosPort-VII C R series machines on July 30 and has an exclusive area of approximately 500 sqm.
Ohkawa Corporation, an Alconix Group company, will build its third facility in Fukushima City to produce precision metal-processing components for aerospace and semiconductor manufacturing equipment. The new plant is expected to more than double current production capacity and begin operations in the second half of FY2028.
Daido Metal plans to invest approximately ¥4 billion by fiscal 2027 in a new plant building at its existing Mexico site, with production equipment to be added separately. The expansion is intended to increase output of generator-engine bearings used in data centers. Building work is planned to begin in autumn 2026 and production in 2028.

OKI will construct a new three-story production building at its Numazu Plant in Shizuoka Prefecture, which manufactures underwater acoustic systems and sensors, to strengthen production capacity for expanding defense demand and dual-use civilian applications such as ocean resource development. KOSE Corporation began full operation of its new Minami-Alps plant in Yamanashi Prefecture on July 9, 2026, marking the company's third domestic production base and coinciding with its 80th founding anniversary. The plant leverages Yamanashi's water resources and adopts green hydrogen and hydroelectric power to build a local energy production-consumption model, with planned employment of up to 300 workers.
Kyowa Dambouru Co., Ltd., a corrugated cardboard manufacturer headquartered in Ena City, has signed a location agreement with Ena City to build a combined manufacturing and logistics base at the Ena Nishi Industrial Park. The site spans approximately 3.1 hectares, with operations expected to start around 2028.
